BRIEFING

 General Notices and Requirements. This proposal is based on the version of the General Notices and Requirements (General Notices) official as of August 1, 2025. This is the first in an intended series of proposals to modernize and revise the General Notices for additional clarity. On the basis of recent discussions with stakeholders, it is being proposed to revise the General Notices with the following changes:

1. Revise section  2.20 Official Articles to formalize the general practice of using initial capital letters when referencing an official article. The revisions are intended to clarify the distinction between formatting references to official articles (generally using initial capital letters) and formatting references to chemical names and/or active moieties of substances contained in official articles (generally using lowercase letters).

2. Revise section 5.40 Identification to clarify that monographs may allow for flexibility within the Identification test requirement. While the proposal maintains the fundamental rule that all requirements of specified procedures under the Identification test must be met, it adds language recognizing that a monograph may provide more than one option for meeting these requirements. In addition to clarifying the flexibility allowed in certain Identification tests, the revision also encourages future acceptance of advanced technologies to confirm the identity of an article.

 Additionally, minor editorial changes have been made to update the General Notices to current USP style.
